Dr MP.J (Tinus) Pulles was, until his retirement in May 2013, Senior Scientist in TNO with more than thirty years of experience in different areas of environmental research, following a PhD in Physiscs (Leyden University 1978). Over the past fifteen years he has concentrated on the role of data and information in environmental decision processes.

  • He is active in the field of greenhouse gas emissions as 

    • a lead reviewer within the national inventory review process of the UN Framework Convention on Climate Change and the Kyoto Protocol.

    • co-ordinating lead author for the Energy volume of the IPCC 2006 Guidelines that was published in April 2006.

    • a member of the IPCC Expert group on Good Practice and Management of Uncertainties in Greenhouse Gas emission inventories and co-author of several chapters of the resulting report thereof.

    • co-chair of the Steering Body and of the Editorial Board of the IPCC Emission Factor Database (EFDB). He was also co-chairing the Expert Group that developed this database and internet query tools.

  • He has extensive experience in European emission inventory activities. He 

    • is member of the UNECE Task Force on Emission Inventories and it’s Expert Panels on Emission Projections and Verification and on Combustion and Industry.

    • participated in the work of the European Topic Centre on Air and Climate Change with special tasks in the field of support of emission inventory developments and compilation in the EEA member countries

    • has experience in the design of emission monitoring systems at national and plant levels including institutional arrangements, data flows and design and development of emission inventorying software tools.

  • He is Editor in Chief of the Earthscan journal “Greenhouse Gas Measurement and Management”.

  • He is member of the board of the Dutch Network for Environmental Professionals VVM, representing this professional association in the international borads of EFCA, IUAPPA and ENEP
